Why would anyone bother with program frames then? They don't
stand up well in combat(MCPC of 1), they have terrible
reaction/initiative(AutoExec + 1d6) and they take up processing time in a
node(adds to Load Rating). All in all they seem to be a waste of time.

I don't think so at all, I had a smart frame which had an
Attack(serious):5 program, along with Shield of 3 and AutoExec of 7 (thus
half the time its going to get 2 actions per turn. It can be quite useful
in cybercombat, if only to annoy teh decker and force then to use Hacking
Pool, and against IC it can be very effective. But teh main reason is
that it allows the other players to control a 'character' in the Matrix
so they don't get bored. By teh way I don't use teh Load rules as they
are way too number crunchy.

What about information-gathering. It is done in the novels and I use it
sometimes for low-security systems. Like : "See what you can get and when
something tricky comes up, let me know and I handle it."
Saves lot time and lets you work on important things.
