Well ... It doesn't quite say that but common sense will tell you it's
true ... It's a more restricted version Restricted Target so the
restrictions for Restricted Ttarget restrict the Very Restricted Target
modifier but FASA didn't duplicate said restrictions on the chart on Page
122 ...

Hmmm... Isn't this how Spirit Barrier, Bob/bOb/boB Barrier, and such were
designed?

spells

limited,

That's because detection spells 1) are limited range to start with and 2)
aren't really restricted by LOS like normal spells (you can detct someone
you can't see) and so giving a detection spell LOS range would
effectively give the spell -INFINITE- range ... that's bad :)

Why? I don't see the mess. :)

Oooooooooops Well at least the last sentence fragment was correct. The
last sentance of Very Restricted Target does say No Manip spells but it
doesn't say that on the chart on pg 122 ... :)

Nope. Sorry. You can make it a house rule but ... Canon is Personal
Spell modifies only Detection & Manipulation spells Restricted/ Very
Restricted Target affects everything except manipulation. So the only
place they overlap is Detection spells but as I understand it, that only
affects what is being detected ...
