Add to this list if I am missing some:

Magic Psi
--------- ----------
No diciplines Must purchase disciplines (1)
Incompatible with tech CyberPsionics
Cannot be used off planet Can be used anywhere
Societal Acceptance Misunderstood by Society (2)

(1) Since diciplines must also be purchased, this has the effect of
making psionics less common than magic. For example, taking a
'B' in magic points will give you 35 points of magic, but maybe
only 25 points of Psionic abilities.

(2) This is open to some debate, but I'd like to write it up as a
society that distrusts these new forces of power. There is
little formalized training, large amounts of ridicule, perhaps
government monitoring (the old Psi Corps?). This, on a
ROLE-playing level will make for an interesting challenge.

Following my PSI: Origins draft, here's a possibly workable
timeline (as you can see, my main interest in this project so far is how
it works into society):
2050 First published rumours in Thaumaturgical journals.
2053 Proven & documented but not understood. Theories abound.
Rumours about psionics in the matrix start up.
2054 Psionics acheives general Urban Legend status; lots of
posers trying to "awaken their minds" via various mystical,
magical, cybernetic, and chemical methods -- some even
succeed at it, which furthers the rumours.
Overall, it is generally feared, and widely disbeleived.

Another issue that all this Psi stuff is going bring up...this is
going to bring the New-Agers back with a vengeance. I mean, now that people
think that this stuff might exist for real this time, there's going to be
some retrograding back to the stuff...

It'll mess up the culture too.

Sounds fun. <grin>

Remember that the Russians and other "Iron Curtain" countries have been
exploring the paranormal for well over a hundred years [current time]
so could have PSI Corps and rogue PSI's spreading havoc. With America's
emigration policies and the CIA's observation of the foriegn powers, we
should have had some important defectors in the late 1960's and early 1970's
that could have trained a cadre of American PSI's. Not to mention all the
unusual stuff the Tibetan Monks are supposed to be capable of.
Again, Just my suggestions
