Quick question pertaining to the Edge "Friends in High Places"

Pg. 27 Shadowrun Companion SR3

This is what it says
"Characters with the Friends in High Places Edge have important, influential
(Level 2) contacts-such as megacorporate VP's or government officials.
etc.."

I read this as the character would receive an additonal Contact at Level 2.
But I can also see these arguements.

1. One of the characters starting level 1 contacts is now a level 2.

2. The character can purchase a level 2 contact with out the role playing
normally required for achieving a level 2.

I would appreciate some insight on this.

I _think_ this is the idea behind the edge, but quite why it's written the
way it is I don't know. Wouldn't it have been easier to split the Extra
Contact edge into two -- 1 point for a level 1 contact, 2 points for a
level 2 contact? (3 points for a level 3 would be far too cheap, though.)

Yet another explanation of the edge that I can see, is that it means the
character knows some people in high places, which count as level 2 contacts
in terms of what they will do for the character, but they are not as
accessible as normal level 2 contacts so they're not actually true
contacts.
