The way I give rewards for good backgrounds, or punish for poor ones. Is
how well the "extra" things you want to give your character fit into the
story line. Let's face it. I'm tired of making a 20yr old character
that's just starting into the shadows all the time. So are most of my
players. We make characters as we think they should be. Not by the
points rules. The extras you give your character need to have a good
reason to be there. Really good perks should be balanced out by a RP
flaw of some type, or at least a hook in your story.

For example, I've currently made a character for one of the runs I'm
participating in. He's a shapeshifter (hawk/koroboru<sp?>) full mage
(wu-jen) with specialization in about 10 martial arts styles. The story
in a nutshell is that the character is actually about 10 years old
(young by human standard, but age'd by hawk standard) but was ...
possessed, for lack of a better word, by an ancient free spirit that was
dying. The character can not remember this happening except in
flashbacks, but believes himself to be thousands of years old and an
ancient scholar in the arts. He spent most of his life wandering around
china and japan, and learning from shegundo magi and shaolin monks.

After checking it with my GM, I lowered the stats a little (after all,
he learned most of his skills through the possession, and may as well
have learned them in a dream state). But he agreed with most everything
else because it was appropriate to the storyline for my character. Plus
his amnesia of the event and flashbacks give us some good RP hooks.
