Ok what does it mean to have a SIN? I mean who or where or what controls the
information on that SIN and who has acses to that info, for example if I
have an English ID and Im in UCAS and I commit a crime, the UCAS PD would
take me as a non existant perso unless I show my ID or the moment the they
aprehend me they would know who am I?

If you have an ID on you they just check you against it. Regardless of it's
country of origin. They'd start at immigration which would check your ID against
lists of entry VISAs to see if you're here legally and they have some local
record for you. If not you're an illegal and that's a whole new world of trouble.

Even as an illegal as long as theirs a cooperation treaty between the two countries
they can check your ID against the other countried database. If there is no
such treaty you're in trouble.

If you have no ID on you:
They'd throw your prints, DNA, eye scan, an photo into their system. Upon failing
to find you locally it'd go out to immigration for records of people who've
come into the country legally. Failing that it'd go out to countries with Extradition
treaties or police cooperation treaties. At that point they'd flag you.

Then of course if they failed to come up with a passport and entry VISA they'd
have an additional charge on you. And if they did they've have the charge that
you were not carrying your required identification.

And if all these steps fail you get a new police SIN. If your lucky. You might
also get tagged for deportation if they decide they want to consider you an
illegal alien. Regardless of weather or not you are. This means they keep you
in a cell until they decide what country you do come from (and if you're really
a local that could be a long wait) or they just drop you off at the border if
nearby. Hopefully whatever's on the other side of the border is not immediately
hostile. :)
