APDS (which stands for Armor Piercing Discarding Sabot) is, I do believe,=
available
for small arms. SSC never said it wasn't, so.................
As a GM I allow it. What about you other GMs?

Yes, it does, in two forms even. The first is a fairly normal bullet with
packing around it (for example, SLAP (Saboted Light Armor Penetrator)
rounds for 12.7 mm machine guns), while the second is called flechette and
consists of a needle (only 1.5 or 2 mm in diameter but 5+ cm long) with
packing to allow it to be fired from a normal rifle barrel.

Yepperz...actually, the first place I saw them was in around a shotgun slug,
though it was for increased accuracy rather than armor penetration, since
deer and elk don't have hardened armor :). I'm guessing that the sabots
keep the slug centered in the barrel, keeping it on target for an extra half
meter.

Yes, primary use of saboted penetrators in small arms is accuracy and
range. That goes double for shotguns.
Not because the round / barrel interaction is any different: a good slug
will go straight down the barrel, and in any case, barrel machining is
more important at that point.
The increase to range and accuracy is due to the muzzle velocity (lower
total round mass) and more streamlined round (lower frontal area,
"longer" round,and saboting allows shapes like boat tails and darts).
Shotgun sabots "should" have performance nearer that of a rifle round,If
they have enough charge. I don't think most shotguns are built for that
kind of power, though, so the performance increase is less drastic.
The same performance benefits apply to larger caliber weapons as well,
although those rounds usually have PLENTY of power and range to start
with.
