Subject: R2's pessimistic fuel economies.

I just had a thought that might explain why R2's low fuel economies might
be accurate. Low, Very Low, and Zero Level Emission Vehicle (LLEV, VLEV,
and ZLEV) requirements. Any listmembers out in California, know what I am
referring to: laws requiring lower than "normal" emissions from a
vehicle.

As the emissions get lower, the performance of gasoline-based (and
logically, diesel-based; I don't know about methane-based) engines gets
lower. In order to get the performance back up, economy might have to be
sacrificed. I don't know how accurate this is. Anybody else know?

Of course, if this is right, it kind of goes against the cyberpunk image.
