Isn't raising skills very expensive really for this game ? or is it
just me and most "bought" adventures being really greedy with the
karma and there for making it seem like such a big bunch of karma for
just one more step ?

This expensive system really promotes the "I have a few skills to
six" syndrome and not the "real" fact that man does infact knows
loads of stuff perhaps not very well be atleast he knows them.

So more Karma or new skill system ?

I haven't found such a problem with the skill system. Since it only
takes 1 point of karma to learn a general skill to level one, any player
wishing to know a little bit about a lot of stuff can usually manage it
with the karma proceeds from three or so adventures. Better knowledge costs
more, but it kind of works that way in the real world as well. A good
player WILL diversify their skill selections during character creation as
well in my opinion.
I have found that mages suffer a bit more because they have so many
karma intensive options (initiation, ally spirits, learning new spells,
bonding to focci, etc...), but that's just part of the price you pay to be
a mage.

New GM attitude :) The GM should take on the responsibility for
making sure that players don't create unrealistic characters. Just
cuz it's possible to make a character with a few skills at six
doesn't mean the GM should let that happen. If you're GMing and a
player makes such a character you should respond with, "Um, you
better have a good background that explains all these sixes or start
lowering these numbers and broadening your character."

GMs are just as responsible for having crappy characters in their
game as the players that make those characters.
