It's certainly possible that MitS could hit the shelves in November.
AFAIK much of the book is simply updates of existing rules into 3rd Ed.
stats.
Same for the upcoming Man & Machine and Cannon Companion IIRC.

Sure there will be some new material, but it's not like they're recreating
the entire Magic system from scratch ...

If I were a betting man, I'd imagine that we might be lucky to see MitS
before Christmas.

It would certainly be a wise move. Get it out in time for christmas
shopping.
