No, but by the time the slower character's brain sends the signals down to the
finger, the brain and nervous system of the faster one has sent three signals
to the trigger finger. It's more a question of how you see combat and
reaction. If you see it as "you move faster because of the reflexes," then the
rules as written work. How long does it take to fire 10 bullets? Gearheads? It
seems like it would take less than a second to fire 10 bullets by FASA's
definition.
But if you see reaction as how fast you input signals, then neither player
should get more actions (the number of actions should be determined by
quickness, two people with identical quickness should move at the same speed)
unless already noted, but Player 1 gets to "react" to the movements of the
NPCs and respond accordingly.
It also depends on how you see combat. Maybe it'd be better to have everyone
give their actions first, and then resolve them as initiative progresses
downward (ie. combat begins, Player 1 shoots at NPC 1, so does Player 2,
Player 1 fires, damage is resolved, Player 2 fires, damage is resolved) and
then when you return to the next highest initiative you re-declare your
actions (kinda like that old Final Fantasy 1 style of combat). That might work
best. If I had the chance to play, that might be kinda fun to test.
