Recently, (ok, five minutes ago) a friend of mine suggested someone he
wanted to use in his campaign as an NPC. This character would be based on a
real life person. He wanted it to be comical, but then again he's running a
White Wolf game. I want this same character, but in a more serious light.
I would like a character based on..... Mick Foley.

Mick Foley as a Shadowrunner? Yes.
Maybe he's the face of the group.
Perhaps a Physad, with High Pain Tolerance to the nth level.
I'm thinking a Charsima of 4 (he really is a cool guy, but not so much in
the looks dept.)
Ork? or Dwarf? or should he stay human?
Intelligence of 4 or 5.

Think I could get some help on this?

Our GM threw him in as a big, dumb, friendly Bear shapeshifter. ;)
