Looking through the books I am proud to be able to tell you that
officialy you can have a VCR and WR in the same body. I belive
that you are confusing this with Reflex Booster. What you have
to remember is, Wired reflexes only help in combat, VCRs only
help when rigging, and Response increase only hgelp when
decking. Now as for some of the other things, here goes:-

from SSC:
Recepients of reflex boosters may never have a Vehicle
control rig, or wired reflexes instaled. Boosted
reflexes may never be upgraded.

From Shadowtech Pg 23:
Cerabal Booster.

The ability to process data at a higher level inherently
decreases Reaction time; Inteligence raised in this
manner can also increase the Reaction attribute.

No were does it say that this is incompatible with other
boosting systems, and can even be used with Boosted Reflexes.

ST Pg 28
Synaptic Acelarator.

This initative bonus does not assist in rigging or
decking.

This can still be added to any other physical reaction bonus.

Shadowtech Pg 34:

Enhanced Articulation.

The reaction bonus given by the augumentation has no
effect on rigging or pure cybernetic decking.

Can still add to any physical reaction bonus.

shadowteck Pg 35:

Musscel Augumentation.

Bonus accrued through muscel augumentation (and I
suppose muscel replacement) do not affect rigging or
decking....

sorts out any problems you may have, as regarding reflex
modifications.
