AFAIK it has been done but was soon banned as a Driver Aid along with
Ground Effects (Fans Sucking the cars to the ground ("Yes Marshall the
car normally drops 6 inches when I blip the accelerator")) and Fully
Active Suspension.

As for the cost being in the realm of millions this would not put off
many Constructors that already put up millions to make a car and if I
recall anywhere between 500,000 and 1,000,000 pound sterling per race
but then when you are looking and prize money in the order of tens of
millions it's reasonable.

It's not the prize money, it's the advertising endorsements. If
you've got a winning driver and car people pay big bucks to put their
name on it.
