Again? Yep, unless J.D.Falk decides to add it to his meta-FAQ.
My position is, that the FASA `mages see through transparent stuff
when astral' is a clumsy hack to the rules that detracts from game
balance and atmosphere.
But even FASA agree that you can't see through opaque objects, so
`snow, sleet, hail, tornadoes' will interfere with astral sight, even
if they can't affect the US mail. :-) And god alone knows whether
the randomly-wobbling light-distorting rain drops would affect a
mage's vision.
I think you can guess what I'd decide, eh?

It does block it, under our house rules. I'm getting tired of rehashing

Absolutely, even if this does send Rat into convulsions. :-)
I still think our pre-Grimoire house rule: all `sufficiently solid'
physical objects are opaque on the astral plane.
(And I've now exhausted my meagre enthusiasm for this topic this
time round.)
