Happy New Year to you and everyone else who can get to their mail. Now, I'm
no rifts master, having played the game a total of 1 time, but let me at least
try to answer some of your questions.

Answer: No, I don't think so. All the strength in the world doesn't matter
when the weapon is cutting through a Mega-Damage object.

Answer: Speed and Agility never have any being on attacks in Palladium games,
with the exception of super-powers from Heroes Unlimited.
For the forth question I can't possible tell you what's wrong with the way
you interperted the rules, I have no rulebook, but it sounds wrong.

Answer: There are tons of books for the Rifts world to include, but not limited
to Rifts Conversion Book, 2 World (or Area) Books one of which deals with the
vampire kingdom in Mexico, and 2 Rules supplements. BTW the Conversion Book
is designed to allow you to bring characters from other Palladium games like
Palladium RPG, Teenage Mutant Ninja Turtles, Heroes Unlimited, Ninjas and
Superspies, and Robotech to name a few. (well maybe most)

Answer: Would need rule book to tell for sure, but it worked that way for mages
in Palladuim RPG.
