I'm starting up a new campaign with some heavy restrictions on starting
gear. I allow no equipment with a availability higher than 5, except for one
piece which may be higher (if the player can argument for it).

However I have a problem with a guy who wants to be a rigger. Actually it's
not the guy I have a problem with :-) only that he wants a car built from
ground up using the rigger 2 design rules. But I can't find anywhere in
those rules, where availability is mentioned.

What should I do? Play it by ear? (As I do right now) Or do any of you have
some sound rules regarding this?

If you reverse-engineer the stats in the SR3 main rulebook, it turns out
that the Availability TN equals the cost divided by 20,000 nuyen, rounded
up. The availability time and street index are harder to do, but they're
not really important for starting characters. So, your rigger PC could buy
any vehicle costing 100,000 nuyen or less.

Not always. I don't have my BBB right here, but it must depend on the type
of vehicle. 'Cause most bikes are cheaper than cars - that shouldn't
neccesary mean that they are easier to get. Which it does with the above
system.

_All_ the prices, divided by 20,000 and rounded up, equal the Availability
TN.

Now I agree with you that vehicles should be harder to get based on what
they are rather than what their catalog price is, that's not the way SR
has handled this since at least 1992 (SRII stated that Availability TN
equals the price divided by 10,000).
