I play: ganger shoots - 1 success - 9M - character dodges manages
to roll (2) 9s - I play that this drops it to a 9L then armor 7
drops it to a 2L - easily rolls (2) 2s for no damage.

I know some other GMs play: ganger shoots - 1 success - 9M -
character dodges manages to roll (1) 9 - shot is avoided.

What are your feelings on this - and what do you use...

Hmm, I don't think it is. The TN for the Combat Pool dice is the same as the
TN for the Body dice. At least according to the rules (I for one don't use
that, it is still illogical to me, despite all the convincing Quicksilver
has tried to do :-)). So the runner would need a single 2 on his Combat Pool
dice, and he would dodge. Pretty easy to do. With a Combat Pool of 6, you
can expect to dodge 5 consecutive rounds with a Power 9, and a single
success (remember, the runner example I used had an armour Rating of 7). The
6th might hit, but hey, that's life.

Oohh, Combat Pool dice are near on useless for defensive purposes with that
rule. I guess people cop damage a lot if they get shot in your game
(especially so when you consider that everyone will likely use their Combat
Pool for offensive purposes).

Most people I know either use the rules from the book, which means dodging
is simple for any decently armoured target, or they (like me) design their
own dodge/Combat Pool rules, which are usually not as easy as the books, but
by no means as hard as yours.
