With this I agree..I would never actually give the character any true
power..perhaps the odd unreliable and certainly cryptic vision..But
never any true power..Unless of course a GM and Player had decided
that -eventually- the PC would manifest magical powers and then not
until -much- later..And at that point it would be a matter of
accounting for implants in a magical PC and looking at it try and
burn out before it really gets swinging...

That is why I originally included a celtic as well as an Amerind
background..as well as any other background that has some form of
totems in it..Not limiting that following would be the most important
thing at this point...

And from my studies..I would not say a PC would
worships [this is much too stron a word] the totem..rather follows the
totem..
