Our Deckers' are fully functioning PC's, and the answer is still *YES* here.

From scratch meaning do they fabricate the materials, mold them, and then go
from there? Not necessarily. However, with fiberglass and aluminum now (as
in, 1999 right NOW) in a functional and shapeable form for the home car kit
builder as well as the literal "Do-it-Yourselfer" style ... it is VERY
possible to build a wide array of items, equipment, and yes even some
vehicles from *Scratch* (the ground up).

I know of two people here in Lafayette that have the ability to burn/build
their own motherboards (they don't have the ability to do processors though
that I know of). I have a neighbor (though not a very *neighborly* one)
living in the house behind us who is HEAVILY into car building, so much so
that he's got a replica/remake of an older style car that he cruises around
that he put together with his own two hands (okay, a friends hands, a few
tool kits, and a torch or two as well).

Me personally? I have put together remote operation vehicles myself, from a
kit of course. However, I have also got the understanding to operate (with a
guide/manual), a small Form Injection press (used in plastics, some
fiberglass, and even wax). You can buy engine types in sizes from matchbox
up to semi-trailer here in Lafayette now, and I'm sure you can get more in
larger cities. Make the cast for you drones, select your material
case/chassis, obtain your engine (and make the appropriate adjustments you
want of course), install your control hardware (again, radio shops and hobby
stores are fun for this), cast your case/chassis (in some cases like
fiberglass; this means a bit more than 'casting'), install your
equipments/vehicles internal stuff, seal it up (most people use bolts,
screws, etc; but it is possible to mold a casing and then permabond it shut).

Folks, stuff like this is NOT difficult and can be done. The trick is in
having the combination of skills, equipment and resources. Ultimately,
equipment falls under resources. And skills? Well, last time I checked for
instance, you can get manuals and details for stuff up to and including
motherboard, processor, electric engine, and water purification stuff on the
WWW.

The Matrix is gonna beat that without trying...
