Subject: Second-hand betaware

This is a question one of my friends caused me to ponder:
I (in a state of total insanity) allowed him to pick up the SOTA edge
where you can get beta-grade cyberware. His main selling point was that it
cost 7 times to cost of regular cyber. Now he wants to, in char-gen, get
his betaware second-hand, at 1/2 cost. I tried the argument that maybe it
was impossible to get, at the one shadow-clinic he knows about, the beta
cyber he wants second-hand in his size (ie. "You want an ork-sized beta
right cyberarm with strength enhancement level 2? Sorry, I'll I've got is
a dwarf-sized left arm with strength level 3. Try back in a week.") But he
said that's why he'd get it during char-gen, so the time it'd take to get
that ork-sized beta right arm with strength 2 would be built into the
background.
Any other arguments that I could try to make him pay 7 times the cost?
I really want to shoot him down.
