That's because the rocket motor burns out before the nozzle leaves the
launch tube. For some weapons, this is all that happens: the rocket gets a
short boost inside the tube and then flies to the target unpowered. Others
have a second rocket motor to sustain its flight, but that is only ignited
when the missile is far enough away from the weapon. Most rockets just have
one, because the second motor tends to make the trajectory a bit
unpredictable (RPG-7s have a sustainer motor, for example, and their
accuracy with a side wind suffers as a result) but most missiles use a
sustainer motor because they're guided anyway.
