Huh? How do you figure? It is a complex action to hose down a crowd
with a Vanquisher, but you can most assuredly target more than person
with said Vanquisher. Now, if that gun is mounted on a turret and
rigged, why can't it still hose down a whole crowd? Complex action
and Exclusive action are two different things. Since aquiring
targets with sensors is a Complex Action, you need more than one
action phase to aquire and fire. But, I don't see any reason why you
cannot aquire multiple targets (with a +2/per additional target on
the sensor test), and then shoot at them with a full auto burst.
Obviously, you can't shoot two different targets with an SA or BF
weapon, since you only get one Complex action. But I don't see why
you could not aquire a group of targets with your sensors and then
attack them all with an FA attack.
