[Of course, IANAL]
Even if nothing happens initially, you are on bad legal ground. Of course,
nothing will happen until Microsoft notices your game, one once they do they
could probably do any of the following:
* If the game is bad, bring civil suit for hurting the value of their IP.
* If the game is good, sue to take it, or at least shut it down so they don't
have to compete with it (whether or not they intend to produce their own game)
* If the game is new, sue to shut the game down to show they can enforce their
IP. [Some IP, like trademarks requires enforcement to be valid.]
That said, their are a few MuSHes out there that are shadowrun (in specific, not
just general CP) oriented and I don't think MS has trounced on them yet.
I'm just saying that, for me, the risks involved in putting much time into a
shadowrun oriented console/computer/web game without blessing from Microsoft are
not worth any reward I can imagine getting.
