Hmm, Wait, an unrelated thought... Magical Security, what if there was a
shaman on staff who had already summoned a spirit? Would this "lock-out"
another request for one? That'd be some good security measures, if that's
the case...

Nope. An unlimited number of spirits may be summoned from within a given
domain, but each individual shaman is limited to one at a time per domain.
Good idea, though. Would tend to reduce the heavy reliance on hermetics for
security...

All depends on your team. As it states in the Imago Module
a shaman can ask questions from a spirit about events in its
domain only if there was a spirit summoned during the time
in question.

Shaman walks in, conjures spirit.
"How many people?"
"How many active creature in Astral?"
etc...
