I bought BC a few days ago and the description is riht here.
This power enables a Queen to envelop her subjects
in a protective blanket of sheer willpower.
Anyone attempting to use a mind-controlling or mind-reading spell
on a protected subject insect must overcome the willpower barrier.

I think this translates into the TN for those spells being the
willpower of the queen, not the spirit targeted. And this applies
to the entire hive even if the Queen isn't present

Um, I doubt that. Until the queen is summoned, you don't know her Force,
and if you don't know her Force, then you don't know her Willpower.
