Barrier spells create an EFFECT, much like all manipulation spells, in this
case, a barrier of magical energy. The shattershield spell targets the energy
construct (the barrier) not the spell creating the barrier. The two are not
entirely the same. The distinction blurs a bit when you're dealing with mana
barriers. So there is no violation of the "spells don't attack other spells"
rule. The restriction about astral perception probably isn't all that
necessary unless the gamemaster is concerned about players abusing this
spell.
By the same token (as someone already mentioned) the Ram spell would work
just fine against a physical Barrier spell, since the barrier is a physical
construct and affected by spells that affect physical things.
