My guess is that that's one of your house rules. I can't recall any
shoot-through rules for SR except those for barriers. Using the Body for a
person seems like a good solution, but I think you should also add twice
their Armor rating to it (once for the front and once for the back armor).
Then use the shooting through barriers rules.

(BTW, Damion, where are you? We still have this unfinished barriers thing
to, erm, finish.)
