I use a simple house rule. Since shot rounds are "normal" for shotguns,
they cost the same as regular ammo. Solid slugs are an unusual round, so
they cost the same as flechette ammo. ie, I just swapped the prices.

I've often seen adds that specify a price and say "shot or slug". They cost
the same in most stores today- about $10 per pack of ten (often less).
Neither is a "unusual" round, they just have different uses.

In that case, it's probably quite simple to treat them both as "regular"
ammo, in terms of cost and availability.

Actually <insert plug>, if you differentiate between shot rounds and
flechette rounds, as Marc does in his house rules <end plug>, then this
works out quite well, as flechette is still a different option.

I use a different rule. They're the same price and have the same damage
code. Maybe I should change it ... no one has yet to take shot rounds in
my game ...
