It is common to serrate a standard shotgun shell's casing halfway
down to allow one to fire shot through a wall in MOUT (Urban
warfare.) The container punches through the wall, and the the shot
scatters.

Yes, it would work. You could just add +2 to the choke or something
similar to allow for this.

Yes, this is the final point, I think. Gas vents can be done, but
must be changed every hundred rounds or so.

Not so silly. Military Operations in Urbanized Terrain
Just picked up the book the other day from my local Military Surplus
store. Actually it's pretty cool. It's got lots of neat stuff on where
to place explosives in buildings, how to fortify buildings, etc. Even
got stuff on how to hide tanks in towns. :) I think it's a nice book for
5 bucks. Going back to get the ranger handbook soon. :)

Military Operations in Urban Terrain, or something similar. The British
equivalent is FIBUA, Fighting In Built Up Areas.
