Silencers work with single shot and semi auto modes only, while
according to the book sound suppressors only work burst fire or full
auto. Wouldn't sound suppressors also work on single shot/semi auto, or
am I missing something here?

IRL, I don't see why there would really be a difference between the two,
but for some reason there is in SR. I'd just let suppressers work with
single-shot and semi-auto weapons as well, but limit silencers as per the
rules.

The way I see it, weapon classes capable of BF/FA firing can't mount
silencers, only suppressors. Just as you can't mount a pistol silencer
on a SMG nowadays. Also, firing in BF/FA with a silenced (not
suppressed) weapon, were it possible, would destroy the silencer. Only
suppressors are strong enough to withstand full-auto fire.
So of course, common sense dictates that when a weapon with a
suppressor is used in SA mode, the shot is suppressed too.

This is a simple screw-up of the game mechanics. It's quite easy to fix.
First you add the price of the silencer to the one of the sound
suppressor, then multiply the result by two. That's it! Now you got a
(Insert magic fairy sound effect here) Multimode Silencer!

I have a golden rule in my game: If the players want a special item
that's not listed, I made it up realistically, i put a fair price on it
and i sell it to them. Simple.

It's probably a little more indepth and non-canon than
you were looking for, but Raygun has a very nice page
