I've read the last few posts talking about skills, skill
packages, char creation, attribute raising limits, the difficulties of
PhyMages, maxxed out chars, beginning char min/maxing, stock priorities
etc... (that is, knowing exactly what your priorities are going to be by
the type of char you are going to play).

I think that I may have found a (partial) solution. I figured
this out when I first started playing Hero/Champions sytem. I (still)
really like the champions system, because it (sorry about the evil word)
BALANCES out so well. A 250 point char is a 250 point char is a 250 point
char. I can't say the same for SRII. So I sat down and tried to break
down the SRII char creation system, and figure out some equality between
the different priorities, and then quantify them.

I started with one basic premise: That Shadowrun is a game system
that encourages min/maxing. Let's be honest folks, it does, and in a bad
way. Having a willpower of five is twice as likely to be vulnerable to a
mana bolt as a WIL-6; A 5D drain is infinitely easier to resist than a
6D, or an 11 as opposed to a 12. So, I assumed that all starting char
would be created with this in mind. I won't bore you with the details of
exactly how I came to the answer. (which by no mean solves everything, but
I helps) What I came up with is basically this:

You have a certain amount of points for a starting char. You start with
no skills, and your attributes are all 0s. To get skills, simply buy
them as if you were paying karma. Attributes, buy them to 1, and then
more. For MetaHumanity, you pay x amount of points. For Full Magic, you
pay a large amount of points, for Adept, you pay less. Money was kind of
a big problem... what I came up with, you pay points and get a certain
amount of money. I wrote up a chart for it, but the equation I used was
somewhat exponential. Contacts, gear, 'ware, extras, and all that neat
stuff is paid for out of resources. If someone wants, I could post the
details, although it is somewhat lengthy (and this one isn't?)
