I just kind of wing it. Also, I should mention that
players are asked to increase only skills that they're
character used during the adventure, or those skills that
they are working on during down time (between adventures).
And if a character is only using a skill sporadically, then
they might raise it after two or more adventures. BTW, we
go by the honor system at this point :)
And a last note on making Willpower roles to spend time on
skills - I do agree that going to classes does take
willpower. But, I feel that this works better as a
roleplaying issue which should be based on the character's
personality. A character could have a very high willpower
(stuborn) but still be a very lazy individual.
