Sniper rifles are deadly... but there is the problem that if you survive the
first hit, pop smoke and vanish into the first building. Also, while in
theory you could aim forever and get a headshot and so on, imagine trying
to follow someone walking down a crowded street while you're on a
rooftop or leaning out of a window. Several people spotted Oswald: in the
MUCH more paranoid 2050s, it's much less likely that our sniper would have
time for that long aim.
Also, a sniper rifle only takes down one person at a time... It does balance
out, but a good sniper can really spoil a PC's day.
