those questions:
1) Heal can cure damage done within one hour. Heal cures damage taken at
anytime afterwards (no time limit).
2) The shadowrun book gives the money and spell points allowed. Basically the
spell points are the same for whatever Tech level the character takes, but the
money given goes down, not the other way around.
3) The limit on the uitilities that a decker can have in memory is the decks
active memory. Believe me, those utilities fill it up fast.
