It shouldn't be very hard -- you just set up a 2D6-table like the one for
equipment SOTA in the Companion, but with skill categories replacing the
equipment. Things that advance fast are in the middle (around 7) while the
areas where knowledge advances more slowly are at the edges (2 and 12).
Something like:

2 Firearms
3 Geography (meaning parts of the city)
4 Electronics
5 Computers
6 (no SOTA advance)
7 Matrix
8 (no SOTA advance)
9 Magical
10 Social (nightlife, who's who, etc.)
11 Vehicles
12 Miscellaneous (GM decides on some obscure category)

Rules: Every time a SOTA roll is made, roll on the above table. All
knowledge skills that fall under the category rolled (GM's discretion) are
decreased by 1 point. For each skill, this reduction can be prevented by
spending one-half the current level of the skill in Good Karma.
