Big no. (My opinion).
The restricted target spells I've seen (FASA's) all have a sort of sub-rule in
them. The restricted target is something rather, what?, obvious... It's hard to
confuse a door or vehicle for something else.
Further, Restricted target in this example isn't right, since it's really a
bonus game effect, not a restricted target. Mind you, the two categories tend
to mesh. If you're a racist vs. a specific race, you can grab all the Slay
(hate this race) spells you want, drag down a Heal (my race) spell, and such.
But these things are somewhat restrictive to the character concept (you need to
play a racist, self-centered, or whatever).
I would't say it is possible, since restricted target (the way I interpret it)
doesn't perform things like analysis (i.e. it doesn't assess intent, etc.) I
have a big write up on restricted target that I was inquiring about posting to
AdamJ at Shadowrun.html about, but the address bounced. Anyway, if someone's
really into it, I'll send it. Reply personal.
So, no. It isn't possible, so you can't ban it.
The other argument is that the spell is a pain to administrate... so disallow
it.
If (IF) allowed, I would recommend major B.G.E as a modifier--you are getting
more than one spell's effect for the drain of one.
