Personally, I think that this is a very interesting idea. If you
haven't done so yet, you might also consider using some of the more
interesting drugs listed in Plastic Warriors.
(Schwatzerenine (sp?) in particular)

I see drug use in SR as being in the same category as things like
Move-by-Wire and Cybermancy: It's possible, but it's generally not
considered a good thing to do to your character :-).

OTOH, Harmancy would have two advantages over a "normal" character
with Move By Wire or some other self destructive characteristic:
1) Drug Addiction CAN be beaten. It's tough, but Harmancy could reform
himself and clean himself up.
2) Letting a player run a character like this would be a problem if the player
gets attatched to the character, but the rest of the group hates his guts
and the GM thinks the character is beyond redemption.
He, however will be an NPC, so the GM could get rid of him
relatively easily if he feels the character is hopeless.
