Because they didn't bother with the +4 for normal is the only one I can
think of. If you REALLY, REALLY, REALLY want it, use the spell design
system out of the Grimoire and make your own.

Or you just compare the cybered and normal versions of the spell, and work
out how much drain the normal +4 would cause... Since the difference
between cybered and normal is in the +3 vs +1 Drain Target modifiers, the
normal +4 Reaction spell woul have a Drain of [(F/2)+3]D.
Much faster than reverse-engineering the spells and then building a new
one from the ground up...
