I can't find this in the book (maybe I missed it. Hey, novel idea!!).
But, I've assumed it to be true. If you have a Force 7 spell, can you
only cast it at Force 7, or can it be cast at a lower Force? Say I have
a Force 7 Fireball. Could it be cast at Force 4? Or would I have to
learn Fireball at Force 4? I've assumed the former until now, but one
of my players has called me on it. Since I cannot find a reference in
the rules (Grim1, Grim2, SRII, or SRI), I thought that I would go to the
next best source. Comments? Ideas? Snide remarks?

Ah, that's what I get for taking Calculus for 4 hours a day... 8P

The chaos manager writes--
IF you have a Force 7 spell can you cast it at a lower Force (ie 4) or
do you have to learn it at a 4 first? (my paraphrase)
p 128 SRII Under the Bold FORCE heading, states:"Magicians learn spells at
a specific Force. They voluntarily can cast the spell at a lower, reduced Force,
but can never cast the spell at a higher Force than what they have learned."
Here is your answer, chummer. Get those purveyors of GM confusion*grin*.

Well, I'd give you page references, except that I can't even find
the book right now!
However, the answer to your question is yes, according to all the
Shadowrun players nearby (100% of whom have played mages for at least one
session, including me.) You can cast the spell with less force if you
want to...in fact, there are many times when you would _not_ want to use
the full avaliable force of, say, Power Bolt.

Sorry, but I can't replay the original letter.

pg. 128 SRII
"Magicians learn spells at a specific force. They voluntarily can
cast the spell at a lower, reduced force, but can never cast the spell
at a higher Force than what they have learned."

This should answer the question. :-)

SRII Rulebook, pg. 128, left column, second paragraph under the (bolded)
Force. That covers it to a tee.
