An example, just to clarify (I think I know what you're asking):
Mad Max the Mage knows Fire Bolt as an Expendable Fetish spell, at a
base Force of 6. You're asking whether he can choose to roll 1-6 dice
for the spell's success, then adds two to the effective Force when it
connects, or rolls 3-8 dice for successes *and* lands the spell at
(Force at casting) + 2.
I'm still a little shaky on most of the magic rules myself, but I'd say
that the caster gets an extra two dice for more possible successes. It
would add to the incentive to use 'restricted' spells - and if the
supply problems are played right, any PC mages trying to get fetishes
are going to have a hard time. (Capture and strip 'em, make 'em use the
stuff up, break a prized fetish in a fight/accident/other mishap,
etcetera.)

As for Foci...yep. Check the BBB: Foci, BBB, p.137
Specific Spell Foci: "...provides extra dice equal to its rating for the
tests to cast and resist Drain associated with one specific spell."
And so on and so forth (I could get tiresome, but it'd waste time and
bandwidth).
