When a being astrally perceives, it becomes tangible on the astral plane, correct? If so
does this mean that a spirit could stand on top of you or push you down? If so, wouldn't
it also be possible to astrally perceive in order to allow a spirit to grab you and
levitate you with it? If so, then couldn't a spirit grab you and act almost like a rocket
pack flying you from place to place at incredible speeds?

Another question, what does the citadel on the metaplanes look like, or is it just another
situation like all other places on the metaplanes?

An astral spirit or any other astral being could make contact with the
perceiving magician and so "stand" on him, yes. But as the astral spirit
has no physical weight, it would not press down on the magician, and as the
astral spirit has no physical strength, it could not physically lift the
magician. To physically move the magician with spells would require a
kinetic spell, like levitate, but these spells are all of type "physical"
and so cannot be cast in astral space.

In summary, I'm afraid the answer is no to your questions above.

I think the citadel is an idea rather than a physical address and so can
look like anything you like.
