Only certain powers can effect multiple targets at a time. Even for
tjhose, the limit is LOS, and one action at a time. So the spirit could
hang over an intersection (manifest, easy bait for star mages or any
smart driver with a gun and a Will of 4+) and TRY to confuse 1 driver it
sees (can it see into a car? usually not) on each of its actions. It
could maintain that confusin until they entered a building or otherwise
changed domain.
P+P may have placed a numeric limit on affected targets (something like
twice force). If not, its an easy housrule.

The Grimoire details the use of the search power. Searching large ares
quicly becomes futile. And yeah, any smart mage keeps an eye out for
"search" spirits, nothing wrong with that. "Concealmant" is more
often
a "problem" power. Basically, it should be re-written as adding to the
effect of "stealth", which isn't well detailed either.
