It doesn't? I could have sworn I read it somewhere. Besides, if a city
spirit conceals you so you appear like a pile of trash, wouldn't it
suspicious to start moving around?

We always played it as all or nothing. When a spirit conceals you, it makes
you appear as something innocuous in its domain. Hence, a City Spirit
concealing a car will make it look like a trash dumpster, a Forest spirit
would make it look like a big plant, etc.
