It doesn't? I could have sworn I read it somewhere. Besides, if a city
spirit conceals you so you appear like a pile of trash, wouldn't it
suspicious to start moving around?

We always played it as all or nothing. When a spirit conceals you, it makes
you appear as something innocuous in its domain. Hence, a City Spirit
concealing a car will make it look like a trash dumpster, a Forest spirit
would make it look like a big plant, etc.

It doesn't say so in SRII or PAoE, but it does in DMZ, page 38: "The
subjects must remain stationary once Concealed and cannot be in a clear
area. Any degree of rubble will do."

Well look at the perception mods list in 'behind the scenes' i think
moving might count as 'action very obvious' thats about -4 target nos
:)
