You are correct about the rule. Dragons, however, are special.

Whoa! Where did this rule come from? Limit on Shapechange? Please
tell me more!

This is a modification to the spell that (I believe) Tom Dowd came up
with... It's not official, but...

The rule was you can only change +/- 2 Body size... Thus, you can't turn a
Rabbit into a Rhino, or vice-verse.

Personally, I think you should be able to change to larger or smaller, but I
assign a +1 to the target number for each point of difference greater than
2...:)

And, (even though the fiction isn't Cannon), when Sir Twist was in a
restaraunt and astrally checked, he noticed that someone was a shapechanged
dragon with the spell locked.....

One of the first trilogy books... Probably "Never Deal with a Dragon"....

The question was once raised to a FASA spokesman and that was the ruling.
It was also in an issue of Ka-Ge, I believe.

A Tom Dowd (ex-DLoH) ruling in Ka*Ge, the Shadowrun magazine whose
publishers ran away with the subscription money after 10 issues or so.
