I'm not sure how (if) dragons can read.

IMHO, a astrally projecting mage who "manifests" still won't be able to
read road signs. He's still astral! The same goes for assensing.

Hmmm, I imagine that a creature that is 7000+ years old with an
intelligence in the 20's can read....maybe not ENGLISH but something.

IMHO or not - that has been the official stance from FASA.
Normal printed material gives off no clue to its contents unless there is
strong emotional content involved.
Unless the road sign in question was used in a murder, or has a lot of
people stare at it and hate it regularly (A distinct possibility) then it
gives off no astral information other than size and shape.
So just on shape alone, you can spot a stop sign.

Agreed. The magician just makes himself "visible" to the physical plane, but
keeps assensing. And has (of course) no physical existance (can't handle
things).

I see no reason why they shouldn't be able to read... With the high
intelligence they obviously have, I think they shouldn't find it too
difficult to learn.

Imagine, if you will, a power focus that's a good surface for engraving,
like an amulet or a bracelet or something. And some good work at making
the traditional engravings into a map. :)

Or, put the "engravings" below the surface so that only an
astrally perceiving mage can see them. :)

If you really want to drive the players crazy: make a
rectangular map, cut it up into four or five rectangular
sections of equal size, wrap each section around different
segments of a staff. For this to work the map has to be a
little abstract, i.e. not readily apparent until it's put
back together. And, don't put in the straight lines that
define the edges of the map.

That's a heck of an idea!!
Never considered the thought at all, but I like it! :-)
After all, wouldn't mages figure out someway to navigate astrally?
Maybe the "roadmad" would also include astral landmarks, like large trees,
pools of water. Items that CAN be seen and easily identified from astral space!

Yes. It's similar to doing the "candycane stripe" type
wrap. But I've found that if you do that the players
figure it out to easily. At least My players did (we
probably read the same secret code books when we were
kids). Imagine cutting a map into sections, rolling the
sections into tubes, and fitting the tubes together to form
one long tube.
