This could have just as easily been done via role-playing, without this
"bad karma" rating.

What? You still have not defined it other than a "bad feeling" or
"background count" and "something that has no other affect on a
character".
When you can't even properly describe your own idea, it's a pretty good sign
to ditch it and use something already in the system.
