I'm not sure about the part that mentions astral perception, but I know
mages cannot cast spells while using digital vision-enhancing equipment.

I'm not sure about whether a mage can cast spells at targets with an invisbility
spell on them, but I'm sure a perceiving mage cannot cast spells at fully
astral targets.

Assuming they succeed at a Perception test, with a TN equal to twice the
number of successes rolled for the Invisibility spell, I'd allow the
magician to cast a spell at the "invisible" target. Until the magician
looks away, after which a new Perception test is needed to spot the
invisible target again.

I think they can, but I can't quote a rule that says so.
