I have no problem with that, but the shaman better have a fairly high
Charisma or he's looking at 6S damage. Even so, he's probably going to take
some damage
from the task...

Well, for one thing, I think it costs a service each time he tells his
spirit to do this. I think that'll limit it enough, considering the shaman
won't get a whole lot of services.
I vaguely recall a discrepancy on whether the fear power can affect a crowd
or not too.
