No, in SR3, at the end of a ritual lasting Foprce hours, you make a
magic attributte test to determine how long the ward will last. No skill is
required, and no skill aids the test. In fact, its pretty hard to get
better at errecting wards- nothing in SR3's basic book adds dice to the
test. Of course, the operation can be done by a group of awakened
characters, gaining them plenty of dice, a large warded area, and
potentially very hight force wards.
